According to Intuit, Error Code -6000, -82: “An error occurred when trying to open the file” or “An error occurred when QuickBooks tried to access the company file” indicates that QuickBooks can’t access the company file, which is located on another computer. This error code occurs in multi-user environments.
There are a number of troubleshooting steps to resolve this error that are discussed in detail in the Intuit knowledge base article linked below. Several of these steps involve checking the Hosting setting. To verify the Hosting setting, press F2 while QuickBooks is running to display the Product Information window. The Local Server Information block shows the Hosting setting at the lower left of the window.
This error is one of a series of errors involving the Hosting setting, including Error Codes H101, H303, and H505.

Gah. No disabling RRAS did not resolve this issue. Disabling SEP on the server in the Task tray fixed it. QB 2010.
Got this error on our SBS box. Disabled RRAS. Issue resolved.
